Francisco Toledo Lobo, born in Castellón de la Plana in 1962, is a Graduate and Doctor in Mathematics from Universitat de València, where he lectured between 1985 and 1991, whereupon he joined Universitat Jaume I and became a Professor of Computational Science & Artificial Intelligence in 1998.
His management experience includes, on the one hand, presidency of the Port Authority of Castellón between September 2015 and February 2020. Whilst he was in office, PortCastelló became the most profitable Port Authority in terms of own funds and grew at twice the average rate of the port system.
On the other hand, he was Dean of Universitat Jaume I between 2001-2010, Vice-Chancellor for Research & Planning in 1997-2001 and Vice-Chancellor for Economic Affairs & Planning between 1995-1997. As the Dean, he launched the first image and communication plan for a Spanish university and a Strategic Plan and Strategic Management System, allowing it to obtain the top European seal of management excellence, EFQM 500+, which has been renewed since then. Furthermore, he chaired the Communication Cabinet Network of Spanish Universities between 2002 and 2010.
He also chaired the Organizing Committee of the XI International Conference on Industrial and Engineering Applications of Artificial Intelligence and Expert System.
Toledo has also been distinguished as Doctor Honoris Causa by Universidad Ricardo Palma de Lima (Peru) and holds the Machu Pichu Gold Medal, awarded by the Peruvian Institute of Culture.
On 25 February 2020, on a proposal from the Minister of Transport, Mobility & Urban Agenda (MITMA), José Luis Ábalos, the Council of Ministers approved Francisco Toledo’s appointment as president of Puertos del Estado.
